The "Administrative Measures on the Collection and Use of Waste Electrical and Electronic Products Processing Funds" (hereinafter referred to as the "Fund Policies") has been implemented since July 1, 2012. China's related home appliance product manufacturing enterprises must pay processing funds on a quarterly basis in accordance with the standard of 7-13 yuan/set. The customs department will also collect funds from companies that apply for imported electrical and electronic products from July 1, 2012 in accordance with the same standards.

Ma Yu said that in the third quarter and fourth quarter of 2012 and the first quarter of 2013, the fund had been collected into the revenue base. From the current collection situation, the actual amount of loans actually met the previous expectations. On the other hand, the effect of the implementation of the fund policy has begun to show. Effectively promoted the recovery and dismantling of five types of products, through the subsidy of funds, changed the flow of waste electrical and electronic products, and the regular processing enterprises recovered five categories of refrigerators, air conditioners, washing machines, televisions, and computers from multiple channels in the market. Most of the products were dismantled into regular processing companies, effectively reducing the illegal dismantling of individual workshops. In the second half of 2012, the first batch of processing companies subsidized by the Fund received a total of approximately 10 million units for recycling and dismantling products. It is expected that in 2013, more than 30 million units of five types of products could be recycled and borrowed.

The implementation of policies has also improved the industry's standardized management. As a result of stable policy expectations, powerful renewable resource companies have established waste product disposal companies throughout the country, some large-scale electrical and electronic product manufacturing enterprises have also accelerated the establishment of processing companies, and some foreign-funded enterprises have also actively entered the waste electrical and electronic product processing industry. This led to the standardization and large-scale development of the entire industry. A batch of processing companies with a certain scale, advanced equipment, and standardized management were established. At the same time, the company deals with the purchase and renewal of processing facilities and equipment, the introduction of foreign advanced harmless, resource-based treatment technologies, and the promotion of the recycling of resources. Compared with the trade-in replacement, the dismantling treatment enterprises have obviously improved a notch.

Through the subsidy for processing funds, a sustainable business development model for the recycling of waste electrical and electronic products was established. Through fund subsidies, the cost of recycling of waste electrical and electronic products is compensated, and the processing companies are made profitable, and the enthusiasm of market participants in the recycling of discarded electrical and electronic products is increased, and a business model that conforms to international practice and sustainable development is preliminarily established.

China National Grid also learned from relevant parties that at the beginning of this year, the Ministry of Environmental Protection organized experts to conduct random inspections on 13 dismantling enterprises in four provinces in Guizhou, which also reflected some problems from spot checks. Some companies did not comply with operating procedures, violated environmental protection requirements and related technical specifications; some companies did not have clear video surveillance and could not see the operation of the dismantling line. In addition, counterfeit TVs and illegally imported electronic wastes appeared in the market. There is also the risk of inflows to processing companies; the recycling prices of discarded electric and electronic products in various places have shown an initial upward trend. At present, the average recycling price of 21-inch TVs in some areas is more than RMB 89, which is higher than the fund subsidy.

For some companies that do not regulate the dismantling process, the Ministry of Environmental Protection has issued a document requesting the review of the dismantling process, clearly defining the situation of non-standard dismantling. The financial department did not consider the allocation of subsidy funds to enterprises that still found false declarations during the random inspections conducted by the Ministry of Environmental Protection, and would not subsidize those products that were not standardized and dismantled.

Ma Yu also revealed that according to the applications submitted by the relevant provinces, after reviewing and reviewing the conditions, the third batch of funds subsidized list will be announced in due course to support large-scale production enterprises to set up processing companies. Enterprises that are subsidized by the fund need to meet three conditions. First, they have obtained qualification certificates for waste electrical and electronic products issued by the municipal environmental protection department; second, they are listed in the province's waste electrical and electronic product processing development plan, and are filed by the Ministry of Environmental Protection; The Ministry of Finance, the Ministry of Environmental Protection, the National Development and Reform Commission, and the Ministry of Industry and Information Technology have jointly organized experts to conduct on-site inspections and determined that they are qualified. Under the premise of meeting the conditions for selection, one is advanced equipment, standardized management, high resource utilization, the second is a relatively complete recycling system, the third is a high degree of integrity.
