Pursuant to the "Law of the People's Republic of China on Tendering and Bidding", the "Regulations on the Implementation of the Tender and Bidding Law of the People's Republic of China" and relevant laws and regulations, the principles of openness, fairness, impartiality, and good faith are followed and commissioned by Datang Huayin Yuxian Energy Co., Ltd. The EPC project construction line of the windbreak and dust suppression wall at the coal yard of the â€œShangdazhongxiaoâ€ new construction project in Zhuzhou, Hunan Province of the Tang and Tang Dynasties was open to domestic bidders, and the units that met the qualification requirements were welcome to participate.

Second, the scope of the tender:
Coal yard wind and dust suppression wall EPC engineering construction. Including the coal mine field dust suppression wall engineering geological survey, functional design, design experiments, structure, performance, construction, installation, construction, testing, inspection, final delivery and after-sales service, and all the work. Specific bidding documents shall prevail. Duration: tentatively scheduled from March 1, 2017 to August 1, 2017.
Third, the bidder's qualification requirements:
The bidder shall have the ability to perform the contract satisfactorily, and shall meet the following conditions: 3.1 The qualification of the construction project general contractor awarded by the construction administrative department or the qualification of the construction contractor and the general contractor of the general contractor grade or above; 3.2 It shall be issued by the national administrative authority The effective safety production license; has other qualification requirements required by the industry to complete this tender; 3.3 the bidder independently assumes no less than one steel structural project performance in the past three years (subject to the contract); 3.4 financial status Good, liquidity can meet the needs of the project for three consecutive months of construction, asset-liability ratio is the normal level of the industry; 3.5 bidders in the past three years (according to 36 months before the deadline for registration) is not in the order was suspended, the qualification Cancelled, no breach of contract in any contract, suspended in the course of performance of the contract (for bidder reasons), termination, property was taken over as a whole, frozen, bankruptcy. 3.6 In the past three years, there was no bribery and bribery in the tendering and bidding activities. Falsehood and other misdeeds; bidders in the past six months (according to the six months before the deadline for registration) without any bad behavior For the record; 3.7 The project manager must have a qualification certificate for the first-grade construction division (construction engineering), and have similar steel structure project performance in the past 3 years, and nearly 2 years (according to the 24 months before the deadline for registration) without any Record of bad behavior; 3.8 The bidder has not experienced major or above personal injury or death accidents in the past 3 years, and no serious or above quality accidents; has the ability to coordinate and handle local matters independently; the bidders should issue bids about this bid but not others. A letter of commitment by which a unit or individual affiliates or borrows for qualification and is responsible for it (the legal representative signs and affixes the official seal); the bidder shall provide true and valid qualification documents in accordance with the requirements of this tender document to prove that it is in accordance with Bid eligible conditions and ability to fulfill the contract 3.9 This tender does not accept the bid of the consortium, and the legal representatives are two or more legal persons of the same person, and the parent company, wholly-owned subsidiary and its holding company may not submit bids at the same time.
Fourth, the tender documents obtained:
